PROGRAM DEADLINE: February 27, 2026 at 05:00 PM Description Arthur Joe Hemphill, Jr., born in Tennessee in 1931, spent the majority of his life in Buncombe County, North Carolina. He served many years on the Black Mountain, North Carolina police force and was appointed chief in 1970, a position he held for five years before joining the Buncombe County Sheriff’s Department. He and his wife, Mary Rutledge Hemphill, raised and took into their home numerous children over the years, though they had no biological children of their own. Before his death in 2009, Mr. Hemphill created the A. Joe Hemphill, Jr. Scholarship Fund to support local young people in pursuing higher education—reflecting his lifelong commitment to children and community. Eligibility and Requirements - Applicants must be graduating seniors from a public high school at one of the following: - Charles D. Owen High School (Buncombe County) - Madison High School (Madison County) - McDowell High School (McDowell County) - Recipients must plan to enroll at a college or university located in North Carolina or Tennessee. - Intended course of study must be in forestry management or environmental science. - The scholarship is renewable for an additional three years (total potential renewal period of three years beyond the initial award). - The Community Foundation of Western North Carolina (CFWNC) guarantees that selections are made objectively and without discrimination, following the specific criteria established for this fund.
